Tuition rules for EU citizens

Norway is not an EU member but is in the EEA. EU/EEA and Swiss citizens study without tuition fees at Norwegian public universities. From autumn 2023, students from outside the EU/EEA/Switzerland are charged tuition (commonly NOK 60,000–NOK 85,000+ per year, set by each institution).

Public universities

Tuition-free for EU/EEA; a small semester fee applies.

Private universities

Private institutions charge tuition.

By degree level

  • Bachelor's: €0 tuition for EU/EEA.
  • Master's: €0 tuition for EU/EEA.
  • PhD: Doctoral education is free and normally salaried.

English-taught programmes

Broad English-taught catalogue at Master's level; fewer English-taught Bachelor's programmes.

Mandatory fees

Semester fee (semesteravgift) of roughly NOK 500–NOK 800 per semester, covering the student welfare organisation and student union.

Estimated mandatory university cost per year: €100.

Admission system & application process

Direct university portals; some joint national arrangements.

Residency conditions

Citizenship-based exemption for EU/EEA/Swiss citizens; non-EEA students pay tuition from 2023.

Language requirements

English-taught programmes require English proof; Norwegian-taught programmes require Norwegian proof.
