Tuition rules for EU citizens

Latvia has a limited number of state-funded study places in which EU/EEA citizens may study free of charge; these are awarded on merit. Most students study in fee-paying places, with fees ranging widely (commonly from about €2,800 up to €15,000 per year, depending on the programme). Because only a minority receive free places, “conditional tuition-free” is the accurate description.

Public universities

Free only in state-funded places; otherwise fee-paying.

Private universities

Private institutions charge tuition.

By degree level

  • Bachelor's: €0 in state-funded places; otherwise fee-paying.
  • Master's: €0 in state-funded places; otherwise fee-paying.
  • PhD: Often funded for state-funded places.

English-taught programmes

A moderate English-taught catalogue; English-taught programmes are generally fee-paying (state-funded places are mostly Latvian-taught).

Mandatory fees

Small administrative fees may apply.

Residency conditions

EU/EEA citizens may compete for state-funded (free) places on the same basis as Latvian citizens.

Language requirements

Latvian-taught programmes require Latvian; English programmes require English proof.
