Tuition rules for EU citizens

Public universities in Germany do not charge tuition for Bachelor's, Master's or PhD studies. This applies to German, EU/EEA and (with the exception of Baden-Württemberg) non-EU students as well. Students pay only a semester contribution (Semesterbeitrag) covering administration and, in most cases, a public transport ticket.

Public universities

Generally tuition-free; a mandatory semester contribution applies.

Private universities

Private universities charge tuition (frequently €5,000–€25,000 per year). Only a minority are state-recognised and fee-bearing.

By degree level

Bachelor's: Tuition-free at public universities; semester contribution applies.
Master's: Tuition-free at public universities; some continuing-education or part-time Master's formats are fee-based.
PhD: Generally tuition-free; doctoral candidates are usually employed or scholarship-funded.

English-taught programmes

A large and growing catalogue of English-taught Master's programmes, and a smaller number of English-taught Bachelor's programmes, especially at technical and private institutions.

Mandatory fees

Semester contribution (Semesterbeitrag) of roughly €150–€400 per semester, varying by university; it usually includes a public transport semester ticket and student services.

Estimated mandatory university cost per year: €300.

Admission system & application process

uni-assist e.V. (for many universities) and direct university portals; DoSV/hochschulstart for some medicine/restricted programmes.

Residency conditions

No residency requirement for tuition-free status at public universities. Baden-Württemberg charges non-EU/EEA students €1,500 per semester; EU/EEA citizens are exempt from that charge.

Language requirements

German-taught programmes require proof of German (commonly DSH-2/TestDaF). English-taught programmes require English proof (IELTS/TOEFL), level set by each programme.

Living costs, housing & scholarships

Living costs (approx.): €850–€1,200 / month
Student housing: Student dormitories (Studentenwohnheime) are the cheapest option but heavily oversubscribed — apply as soon as you are admitted; shared flats (WG) are common.
Scholarships: Tuition-free study means funding usually targets living costs; see DAAD scholarships and university awards.
EU/EEA mobility: As an EU/EEA citizen you do not need a visa or residence permit to study here; register with the local authorities after arrival. Non-EU/EEA students need a visa/residence permit.

Living-cost figures are approximate (2026 estimates) and separate from the mandatory university cost above.
