Tuition rules for EU citizens

The situation for EU students in Cyprus is contradictory across official sources. The European Commission’s country profile states that EU students do not pay tuition fees for first-cycle programmes at public universities, with the exception of the Open University of Cyprus. However, the University of Cyprus’s own fee page lists an annual tuition figure (about €3,417) for Cypriot and other EU students. Both sources are retained below; the safer assumption is that tuition may be charged, so verify directly with the institution.

Public universities

First-cycle may be tuition-free for EU students (per the EU portal); the University of Cyprus lists an EU tuition figure — conflicting.

Private universities

Private institutions charge tuition.

By degree level

  • Bachelor's: Possibly €0 (EU portal) or charged (university fee page) — verify per institution.
  • Master's: Master’s programmes generally charge fees (roughly €4,100–€10,250/yr for EU/EEA).
  • PhD: Some funded places available — verify per institution.
