Tuition rules for EU citizens

In Bulgaria, all students are required to pay tuition fees in the first and second cycle — there is no general tuition-free route for EU citizens. Fees are set by the institutions and are relatively low compared with Western Europe; EU/EEA students generally pay the same rates as Bulgarian students.

Public universities

Tuition is charged to all students; amounts are set by each institution and are comparatively low.

Private universities

Private institutions charge tuition, typically higher than public ones.

By degree level

  • Bachelor's: Tuition charged (low by European standards); amount varies by institution and field.
  • Master's: Tuition charged; amount varies by institution and field.
  • PhD: Doctoral study is often funded or low-cost — verify per institution.
